Village: Dead Men's Refuge

Leader: Sanjo Genzo (No one really knows what his face looks like as it is always hidden from view.)

Status: At War.

Location: Silence.

Description: The surface of the land of Silence was barren and unusable for any kind of irrigation. Because of that, living on the surface was rather difficult without a steady stream of supplies and other sorts of economical wealth. What it did have was several 'seemingly endless' pits that dotted the surface of the land. If one were to look into one of these pits, they would see nothing but dust and darkness. Using this concept to their advantage, the original founders of the Neohorizon made several tunnels that interconnected with each other as well as several 'trapholes' to deter anyone in finding the few 'real' tunnels that actually lead into the real underground village, which is located near the shore to the northeast in the land of Silence.

The actual village is an extremely large cavern with several natural pillars supporting the natural space from collapsing. Several large holes surround the edges and the ceiling of the cavern. Luminescent light glows from the stalactites and stalagmites with just enough light to reveal the surroundings. One of the largest pillars was formed when a stalactite actually connected with a stalagmite. Throughout the years, the thickness of the pillar grew to a whopping 50 feet in diameter. Around this pillar, which is situated in the middle of the enormous cavern, several shops surround the trading hub. This pillar is also the 'brightest' when it comes to brightness and spreads its light rather far.

Special: Out of the thousands and thousands of holes that dot the land of Silence, only about a hundred actually lead to the underground village. What lines the sides of the pits is some kind of mucous substance that somehow does not allow the use of Suimen. Because it is also liquidy, Kinobori is also unable to be used.

Who made these gigantic holes in the first place? The answer lies in the gigantic 100 feet sandworm that continuously moves around in search for food in the tunnels. Anyone that unfortunately comes face to face to this sandworm will only see a circular mouth with thousands of teeth coming right at them. No word reached the village of any survivors whatsoever.

History:

After the old city was buried in the large-scale Upheaval, most of the MNs left the area and spread out over the continent, spreading chaos and trouble everywhere. Those that have stayed behind were those that did not have the youth or strength necessary, as well as those random few that decided that they should relocate and has some sort of morality for their 'family'. They moved away from the main villages deeper into the land of Silence where they came across several large holes dotting the ground near the mountains. Scouts went in and out of the holes and reported their foundings. Most were dead ends and others never came back. It was later that they got hold of the source of rumbling that seldomly shakes the landscape. At first, they thought it was just the aftermath of the Upheaval, but new reports told of a monstrous monster deep within the land that created these holes. Whenever it moves close to the surface, the vibrations get more pronounced. A small council was held on whether they should build underground where they could hide safely and regroup. Finally deciding on going down into the silent land like dead men, the remaining MN and bandits alike began getting to work on exploring the multitude of tunnels until they found the large cavern that now sits the village for Neohorizon.

Village:
Watashitachi no Sekai [Our World]
Shortened to Sekai as reference.

Title:
Kami
Note: This person is NOT a Kage, but a figurehead, and in terms of being a Missing Nin, the thoughts are unison of that person being a greater threat than any Kage hence the term of Kami [God] being used as their title.

Leader:
NPC - Katsugi Dai  [An older, male, Missing Nin hailing from former Sato]

Status:
At War.

Location:
Silence.

Description:
Changing Neo Horizon's name to Watashitachi no Sekai after the Great Upheaval, the inhabitants made it Our World because it was they who built this place.  The village was once a successful port built into cliffs, surrounded by water, and during the Great Upheaval, the village fell into itself, caving into the lands it had been so proudly built upon.  Flooding and death filled the caves that Neo Horizon now lay; some rogues being able to escape and continue to live infamous lives while others wrecked havoc at every turn.  Those that weren't captured or executed returned to the village in order to rebuild what had been lost...  Instead, they found out that the capital of Lightning Country had been built on their previous homeland.  Disappointed and frustrated, they decided upon a place further north of the capital but close enough to make tunnels connecting the villages that only certain Missing Nin knew of - secret passages as one would call them and extremely secretive.  Two Missing Nin are currently aware of these passages - the Kami, the original builder who has since lost his ability to speak for reasons unknown.

Two and a half long years later, Sekai had finally been completed, a self-sustaining village deep inside a large cave complete with defenses.  Cliffs still remain as the old was and the inhabitants have created their own homes, black market shops, and council chambers for those powerful enough to reign over the village.  The place itself is dark, almost hopeless, but those that have nothing to lose nor a place to call home are welcomed.  Lanterns and controlled fire litter the walls of the cliffs, giving a small glimmer of hope to those that are lost, shining against the reflection of the stillness of water that lay at the bottom of these cliffs.  The entrance is small yet effective - a draw bridge that expands several hundred feet long and several feet across granting access to those that know where they are going which is only by boat or swimming; the latter being a method not recommended.  Upon stepping inside Sekai, staircases and large open areas become visible, populated by people selling anything from fresh fish to frozen kidneys.  The staircases lead to other places with shops and homes.  Some of the cliffs are adjoined to others by man-made bridges, once again, dotted with lanterns, while some cliffs seem infinite.

As the new Kami began his reign, he encouraged everyone to believe in themselves as they had built this place - a place safe from the terrors of leaving one's homeland.  He also instated laws for the general population to follow and enforced them with his guards that kept the village safe from those hunting rogue ninja or mutiny.  The guards are at the entrance but only for the sake of drawing the bridge in case of attack, otherwise, they bother none visiting Sekai.  Those hunting rogue are allowed, however, they run the risk of being openly slaughtered by the ones being hunted or simply because they don't belong.  Murder isn't as common in Sekai as one would assume as the laws provided by the Kami protect the village's innocence but like anything ran by rogue or bandless, it happens more often than it would in other villages.  Afterall, this place is merely a safe haven from the tyranny of Kages, not a peaceful wonderland...

Sekai, as Neo Horizon once did, remains at war with the opposing villages of Seichi.

Special:
[Natural Defenses]
= The village is built into the cliffs - naturally occuring limestone.
= The village is underground in an enormous cave - several entrances plight the sandy land of Silence but it is easy to be lost unless knowing where one is going.
= The village is surrounded by water - only access is by boat or swimming.

[Man-made Defenses]
= The village is protected by only one entrance - a drawbridge that can seal the village off if necessary.
= The village can extinguish all forms of light - emersing the total place in complete darkness.
= The village has no natural sunlight - several places are dark and man-made caverns for defense purposes are strategically placed for attack.

History:
Neo Horizon's history is no longer relevant to life's story anymore; there is nothing that can be changed nor altered.  Neo Horizon itself was merely a refuge for those that lost hope with their motherland, those that couldn't trust their Kages, and those that were simply abandoned.  Despite Neo Horizon being the captial of Silence, not all was anarchy or dismemberment; no, it was a desperate call for those that needed a place to call home.  The rogue, the bandless, the confused, and the greedy referred to Neo Horizon as their homeland - not a motherland, but a homeland.  Lives were created and taken by the Great Upheaval but those that remembered what Neo Horizon stood for rebuilt the great village that was feared yet loved.  With Sekai replacing the name, as all it did, the village has been deemed a safe haven once again with the help of those that constructed a homeland for the unsafe.  Sekai is a successful village for the moment as with all things, it is ever-evolving and the history for Sekai is only beginning...

Village: Uraya

Leader: Kuriyami, Fuzen

Fuzen Kuriyami is a very stern woman, with catlike red eyes that pierce right through you and ice-blue hair she keeps neatly tied in a braid. She wears a black kimono with a red sash and accents, and wooden sandals. The only thing more devilish than her smile is her scowl, one people say is the last thing you’ll ever see.

In terms of personality, she is not easily impressed, but fully trusts anyone who can catch her eye (as much as any missing ninja can trust another, anyway). She is the type to ask her minions to prove their loyalty (typically through high profile crimes), and is the type to torture people for their failures. No, not kill them- torture. Extra manpower is hard to come by, after all.

Status: At War.

Location: Silence.

Description:

f78c1676b88227b3604363a2e3b28c22.jpg

Uraya was built in the north-easternmost corner of Silence’s wasteland, deep enough into the barren wastes that no shinobi dare make the journey in search of the criminal hideaway. The village itself is built on the edge of a massive swamp that stretches for miles, eventually connecting to the ocean.

In order to build upon this wasteland, the village was carefully designed by placing buildings and walkways on flotillas and building a series of treehouses, both in the traditional sense and by terraforming actual trees. There are also many traditional bridges and rope bridges to aid citizens in navigation. There is half a kilometer of normal trees surrounding all land-facing sides of the settlement to keep it hidden from sight.

Special:

The village isn’t built on just any swamp. More than 95% of the wetland is a vicious variety of quicksand, with there only being one safe path through the marsh to the village proper. One wrong step and you’re fully submerged before you can form a single handseal. The downward pull is so great that even Suimen cannot keep you above the surface.

To make matters worse, the vegetation in the swamp is comparably dangerous. There is a volatile fungus known simply as Oni Mushrooms that violently explode from any and all impacts. These grow on the sides of trees, on lily pads floating on the swamp water and anywhere else they can find. The explosion isn’t just potentially lethal- inhaling the spores from the blast can make someone very ill and render them unconscious.

History:

Neo Horizon was founded shortly after the second Great Shinobi War, immediately following the chuunin exams of that year. It was financed by Naaku Kitohime and Lex Luthor, who ruled it jointly as the “Kami†and “Shogun†of Silence respectively. It stood in secret, unnoticed from the ninja world for about a year.

In the second year of Silence, Neo Horizon faced its first real challenge not from the outside, but the inside. This would have been expected of course- many were critical of the idea all these criminals who abandoned their village would essentially take on a new one. Only, that is not what happened. In an unexpected turn of events, one of the founding criminals of Neo Horizon turned over a new leaf. This criminal was Gai Gardener, who had been the right-hand man to both Kitohime and Luthor, and had even been personally trained by Kitohime as his protege. Luthor threw Gardener into a secret prison in Silence, one that held the rogues too dangerous to roam the streets of Neo Horizon, but Gai escaped.

Before marching on the city, Gardener returned to Rikuhi, where both he and Naaku were wanted criminals, and bartered a pardon and renewed citizenship with the village in exchange for Neo Horizon’s location and the chance to apprehend Kitohime. Gai then led a march on the city with Rikuhuu forces and the escaped prisoners, where Lex eventually died, but Kitohime escaped after nearly killing Gardener. Fortunately, he location of Horizon was lost from all Rikuhi’s village records as a result of the Demon Wars, and Gardener declined to pursue further war with the missing ninja hideaway during his tenure as Hikage.

After his battle with Gardener, Kitohime disappeared for most of Neo Horizon’s recent history. The village maintained order, but without a centralized leader, the criminal world of Seichi became less organized and less effective, which ultimately kept their activities from drawing attention from the villages. Other than its minor contributions to the end of the Demon Wars, Neo Horizon as a whole laid low until the Great Upheaval.

When the original Neo Horizon fell, the missing ninja organization who had been running it in the absence of their “Kami†for the last few years was taken with it, leaving a vacuum of power that left the rogues of Seichi at one another’s throats. For half a year, they waged war with one another across the wastelands of Silence, until one woman finally took command and united them as one again.

This woman was Fuzen Kuriyami, a young missing ninja formerly of Hyouga armed with bottomless supply of charisma, an understated level of strength and an unquenchable sense of ambition. She sought out the most influential of the missing ninja factions and convinced their leader to yield, then went on to the next, and then the next, until they were united as one again.

After that, the united rogues of Silence set about finding a new permanent home for themselves, one that would be safe from attack even if the villages found it once more. When a swamp up devoured an entire team of scouts, they knew they’d found the right place. It took weeks to map the only safe path through the marsh, but they soon had their building site. When the village was complete, it only stood to reason that Fuzen continue to lead them.

Village: Nomadic Kingdom

Leader: ‘The Empress’ Himura, Yuzuki

Status: At War.

Location: Silence.

 Description:

As one would expect from a nomadic existence, the town known as the ‘Nomadic Kingdom’ has no set location and no set structure within the Land of Silence, due to the natural of the buildings, the town can become as large or small as the population dictates at any given time. One thing is certain though, the town will always be near survival resources within the country, as these are the priority for anybody who hopes to stay alive in the most dangerous of countries.

In recent times, the Nomadic Kingdom has settled in a giant crater that had been formed during the earthquakes that struck during the great upheaval. The crater itself is between the river that flows directly from the Frost Countries mountain range and the mountains of Silence that separate the barren wastelands from the frozen tundra of the Frost Country. This location provides the nomads with all of the resources they could need, although food can still be scarce to come by. However it also provides plenty of open flat landscape for the nomads to see what is coming should ever the need arise whilst remaining hidden from view by the crater itself.

Underneath the town lies miles of tunnels, which were created by the burrowing sandworms that roam the nearby land. This network of tunnels is almost impossible to map but has plenty of exits well away from the crater itself. In addition, the friendly sandworms have also left several entrances to their tunnels within the town confines itself but these are little more than gaping holes in the ground.

The most important thing to note about the Nomadic Kingdom is that all of the buildings are created by Mokuton or Sunaton ninjutsu, adding and removing shelter as it is required with the size of the shelter only equal to what the user requires or deserves.

Found at the center of the town is the only building that is a “permanent†feature of the kingdom regardless of where it travels, a large single-story compound that is home to the empress and her most loyal bodyguards. Whilst still made of Mokuton jutsu, unlike the other buildings in the area, the outside of the house is decorated in intricately patterned wooden panels to show her prestige. Inside the building is more minimalist but still retains plenty of wood furniture to make life more luxurious for the inhabitants. Few people are allowed inside the building and fewer still leave.

Any additional buildings are created in layered rings around the Empress’s mansion, with 4 straight roads leading from the outskirts to the centre being the only form of formal design, one road for each primary compass direction. The buildings have no set size and the kingdom appears to be an almost formless hodge-podge of shelters of various sizes that has expanded from the centre-point.

On the north side of the town lies a bustling market where anything goes. If you own it, you can sell it. Aside from the usual food and jewellery that one would expect to find in a market, you can also find other less savoury items, or a person who is willing to get them for the right price.

Whilst the majority of the land in Silence appears barren, the nomads have found a long strip of land near the river that is fertile and they have been successfully growing crops to support their diets.

Special:

‘The Empress’ has befriended a horde of huge sandworms that burrow under the ground around the Nomadic Kingdom for several kilometers. These creatures are capable of sensing tremors on the surface and are capable of differentiating the steps of those belonging to the kingdom and intruders. This defense works in two ways: the first being an early warning system as a sandworm will return to the empress to report on the activity of the intruders and the second, in the event of necessary danger, the sandworms will turn to the surface with razor-sharp teeth and attempt to consume any intruders from beneath.

The sandworm tunnels also act as a network of escape tunnels for the residents of the kingdom to retreat from before intruders even get close to the kingdom if desired.

As the kingdom buildings are created from jutsu by the empress and her men, the kingdom can disappear without a trace (for the most part) simply by releasing the jutsu.

History:

Before the great upheaval occurred, ‘The Empress’ ran a large underground gambling operation on the fringe of the Land of Silence and in locations around the continent, she gathered great fortune and respect but met with the most unscrupulous of people through her work. Most of these people inevitably wanted to kill her out of greed, to take her fortune or simply for revenge but between her own power and her men, she was able to snuff out any threat before it was a legitimate danger.

The world changed though, the disasters ravaged not only Silence but all of the countries and she soon found that she no longer had any running operations. On the other hand, she saw opportunity, people in need of homes. Gathering up refugees, she has her men create homes from various sand and wood type jutsu, creating shelter for any who wished to join her kingdom and soon the townsfolk were many.

Soon it became clear that simply having shelter wasn’t enough for any of them, in their current settlement they did not have the resources for continued survival. In the barren land of Silence, they knew that they would have to move on, from that day forward they opted to live a nomadic existence, frequently moving, always searching for new resource and untold riches that may have been unearthed by the upheaval. And it was easy for them, the shelters that had been built were expendable; replicable by ninjutsu and could be removed quickly simply by willing them out of existence. This gave the Empress power too, your shelter was a gift from her.

Over the years the Nomadic Kingdom has moved less frequently as the lands levelled out and resources could be found but every so often they would find themselves in danger from outside forces or simply lack of resource and they would move once more.

At some unknown point during their nomadic history, they encountered the sandworms of silence. The worms devoured several people whole from the depths but over time, the Empress and her men formed a way to communicate with the creatures and found a common goal for the two species. Forming a friendship between the nomads and the sandworms meant that the humans could rely on their allies to deal with intruders and to feedback information faster than the shinobi could recon for themselves.
