The "Current Shinobi Population" thread isn't used anymore. Instead, each village has its own registry, as does TSU.

A slight correction.

Genin can make B-ranked jutsu, Chuunin A-ranked, and Jounin S-ranked. ^^

I assume we can post corrections here. If not, wham-bam, I'll delete this.

It's slightly confusing. OCC, someone with a genin profile can submit an app for a B-rank jutsu. IC, however, a Genin cannot create a B-rank jutsu, and must learn it from someone else, or create it with the help of someone else.

Well since it's OOC possible and just some additional requirements needed for the IC part I'll leave it to what we have written now.
