This guy attacked me and he pm'd me saying he's not going to let me go because he was treated like that when he was a lower level and now i need help on trying to stop him so i can train.

Uh... so you're locked in battle?

Just log out for a while, eventually you'll die and be sent to the Hospital. He won't lock himself in battle forever.

Reset out or beat him.

Or, if you really want to resort to it, you can use the 'repair query'.
